You'd need to grant "Full Control" the user group you belong to in CMC -> Applications; right click on Web Intelligence and choose "User Security".
Suppose you want all users in "Webi Power user" group to be able to create/edit Webi report in BI Launchpad, assign "Full Control" to this "Webi Power user" group. Next time, when you login to BI Launchpad, you'd see Web Intelligence icon to create a Webi report.
