Aditional you can check the heap memory related parameters like(heam memory of ABAP DIA and ABAP NON DIA), and make sure you compare all memory related paramters and system memory  with your central instance as oyu already stated earier users are not facing any issue when they are in CI.

And maske use of ST03N for repsonce times in CI and dia.
