I hit similar issue :

LSO : Participants booked into waiting list when optimum booking reached

So far no solution found. I have tried to replicate this in our development system. Unfortunately, still not able to get root cause of this issue as this only occured like one time issue.

Should you have solution, please do let us know as well.
