Hi,
Below is what I think you are doing:
1) Do configure at DEV Golden Client (say DEV200), and saved to a transport request
2) Go to DEV Development Client (say DEV400) and test it out, but the things is not what you expected
3) In DEV400 you try to change the configure again, but it do not allow you to create transport request
If this is the issue you hit, please go to Tx SCC1 and copy the configure to DEV400, then you should see your changes in DEV400.
When you make sure you happy with your changes, back to DEV200 and release the request and proceed transport.
Or else repeat configure at DEV200 and SCC1 to DEV400 to test.
