Sending Mail for Status change of position in PP03

Hello Experts,

I need to send mail whenever the position (S)  in OM through PP03 is created , status of the position is changed

from Planned to submitted , submitted to approved etc.

These mails will go to the cost center email id's for the Position which is created.

Please suggest how to go about this requirement .

Will I need Module pool for this ?

Please guide.
