There is no real standard process. There are two plants involved and one of them must to take responsibility for the inventory by posting a receipt or reversing the initial goods issue. You can't just make in-transit stock disappear.
Financially the inventory is already owned by the receiving plant so it's slightly simpler for the receiving plant to take responsibility.
