Couple of things come to my mind:

Have you got the qualifications approved? Transferring them into MRS mighty not be enough. There is an approval logic which could be switched off, but by default, is on.

I am uploading two screen shots from the transaction “/MRSS/PPPM” one is before approval and the second is after approval.

This one is qualifications of a resource before approval:

And the following screen shot is after approval:

Now the other option is Authorization. Please run an authorization trace (TxCode=STAUTHTRACE) and try finding out whether there are any authorization blocks to view the qualifications of the individuals.
