as mentioned earlier, you need to relook your organization structure. Normally consumption storage location should be different from storage location. in your case you have main storage location 1000 and production consumption storage location as PSPF
As a process flow of Staging
1) Create & Release Production order
2) use MF60 which create "TR" to move the stock from main storage location (1000) physical rack (HRS/ OPN /SHF/ BLK) to production line side storage type 100
3) Perform Posting change notice to flip the main storage location to Production storage location you can use the "storage location control" feature, check the attached thread

4) physical consumption takes place and in system post the goods issue using MIGO / Mvt 261 which will reduce the stock from storage type 100
in your case can I request you to check the storage location in TR also can you please share the screenshot of the error log which you are getting at the time of TO creation (on the error screen use option environment ---storage type search log from the menu bar)
