For the server in Japan, you should have installed one of the CR for VS runtime installs from here: http://scn.sap.com/docs/DOC-7824. The runtime doesn't require VS. You need to match the SP of the runtime to the SP you used in Visual Studio.
Licensing depends on how the application is being used. If the application is for internal use within your company, you do not need a license. If it is for external consumption, you will need one. If this is the case, you'll need to call SAP Sales at 866-681-3435.
