Hi Car A,
You need to add the S_RS_COMP1 manually into the role. This is to allow user to create BEX Query in BW. Additionally I believe Basis need to open up appropriate client setting in order to save query in Production too.
With regards to Webi, this is a different story. The authorization to control Webi creation is in BOBJ Server itself not BW. Therefore it is totally a different thing.
