And yes you can even schedule the Mass Data run at the minute since 1502 if I am not mistaking. At the hour/day/month it is sure!
The MDR itself does not require development. But as you can only set this kind of run on custom BOs, you will need to first develop your BO with the logic you need. And then execute the MDR on it.
One advice: be care of the total amount of instances you are querying as it may affect your solution. I did face some issues with the Sales Order for example. I had too many instances queried and it dumped.
