I had the same problem when I first tried to log in.
Then I restarted the instance and now I can't even get to the SAP GUI login screen with an error message saying 'Resources temporarily unavailable'.
I have logged in at OS level and stopped and started SAP and the process list looks fine. But no luck.
Does anyone have any ideas what else I can try?
