The warehouse view can be created independent of plant and storage location view
But you should think about if it makes sense to do so, you eventually create warehouse views which will never be used. (except you already know you will load them later)
a warehouse is allocated to one or more plant/storage location combinations via customizing table T320. You could do a select on T320 to find all plants that are linked with your warehouse and then check if there is a record for one the plants in MARC table, and only then create the warehouse view and if not you could skip this transaction.
Similar you could do a check on MLGN table to find out whether the warehouse view already exists, and depending on the result you either use MM01 or MM02 as transaction.
