As per a generic landscape (which is universally accepted too 
) dev system is to deveop objects and for initial unit test only. for further testing you should have test environement and furthermore quality system. that however depends on how concern your client is about TR movements too. only issue i see in more TR movements is that people connect this with efficiency of developer as well. though they are not wrong most of the times.
