upgrade ST-PI cannot be implemented

Hi experts,

               I want to upgrade the package ST-PI from 2005_1_700 SP5 to 2008_1_700  SP9 . Ant I download all packages of 2008_1_700 from the SAP market , then I load the packages from front end with T-Code spam. But when I check the New Support Packages it shows below:

How can I upgrade the support Package? Can any expert help me ? Thanks a lot.
