For 04 yes this is standard flow. you can not close your order without closing inspection lot.
While for 03, you have certain number of operations in pp order. on last operation only you perform your GR. so 03 means that only you cna perform test at any point of time b/w the operation and the phases. Closure you can by pass by using some customization. but i suggest to follow the standard flow. otherwise no means of implamenting quality with PP.
