Can you try starting it manually.
Can you please check at your exectuables do you have the hostcontroller.
I won't recommend right now but you still have an option to use
SAPINST_CHECK_PACKAGES=false
SAPINST_SKIP_ERRORSTEP=TRUE
after executing sapinst
