If you are referring to "Geo Maps" as a specific feature, this is a function that you can enable for use with SAP Mobile BI through Web Intelligence. This is included out of the box and leverages Google Maps. It is actually pretty simple to setup but very basic in mapping functions.

If you are using the term Geo Maps as a generic term for deploying map based analysis all of the tools are slightly different

SAP Dashboards (Xcelsius) uses pre-canned maps that are not very good.

Lumira has maps from NavTech which may get your fairly close to what you defined but is not a reporting tool. Lumira is for self service as opposed to distributed reports.

Explorer exploration views has similar NavTech mapping experience which also has mobile integration.

Webi does not have much anything without third party integration like APOS (link provided above)

I don't think extension points is available in BI4, and you would still need additional licensing to use Google Maps in any case for the build scenario.

For desktop reporting, it depends what you are trying to accomplish.. If it is self service, Lumira may work for your needs.

If it is dashboards you have the most flexibility in design over any other solution but you will also need 3rd party technology to integrate comparable power and value through Geo.

GMaps Plugin and APOS are your best bets hands down. APOS link is mentioned above response.

Using GMaps, http://gmapsplugin.com , you can download from the website, install directly into SAP Dashboards and build exactly what you specified from your requirements listed above. There is also a GMaps Mobile integration coming for BI4.1 so you can re-use your analysis and deploy it right inside of SAP Mobile BI.
